PDRRMC executive director Adrian Sedillo underscored this in a Kapihan sa PIA today in observance of the National Disaster Consciousness Month this July.
Based on the R.A. 10121, barangay officials are the primary responders during calamities or disasters since they are the authorities closest to ground zero.
Sedillo stressed it is time for barangay officials to take pro-active measures and intensify their preparations against disasters.
Part of this is to conduct vulnerability assessment wherein officials identify the hazards in their locality as well as the number of people who will be directly affected by disasters and list the appropriate interventions to address such scenario like designating a safe evacuation center.
Moreover, barangays should channel 5% of their funds for their disaster risk reduction and management programs.
He explained that 30% of this fund can be used as quick response fund while the 70% of it can be used for mitigation and prevention, preparedness and rehabilitation programs.
He suggested using 70% of the funds for stock piling of relief goods for the response operations during disasters.
The conduct of fire and earthquake drills can also equip people with the knowledge on what to do during disasters.
But more importantly, Sedillo advised barangays to focus also on prevention and mitigation programs since this could really lessen the negative impact of disasters.
Examples of mitigation are implementing flood control measures, planting trees and solid waste management programs.
“If barangays already have these (preparations), the city/municipal government or provincial government interventions can easily come in,” Sedillo said in the local dialect.
Even though he had put emphasis on the barangay officials Sedillo still reminds the public that disaster preparedness is a shared responsibility between the government and the people.
He noted that because of climate change the observation of the National Disaster Consciousness Week should be not only be July but also carried out every day.
